Carry out an analysis of the problem in the riding
Even in the smallest towns and remotest villages of Quebec, Ontario and Atlantic provinces, contraband tobacco sales are widespread, to the benefit of organized crime. However, contraband rates may vary considerably from one place to another, depending largely on the strength of the criminal networks in place and their range of distribution.
Well-informed MPs will make it a priority to assess the rate of contraband tobacco in their riding to order to determine what course to take in order to reach the target rate of 10% by 2010. To assess contraband levels, they can set up an in-house survey among smokers, talk to local convenience store owners and look at updates about recent seizures, all of which should provide a quick overview and more complete picture of the situation.
